"they should cast their outer garments over their bodies" - Doesn't specifically say their faces.
The only requirement is they don't wear makeup or otherwise adorn themselves: "except what ordinarily appear thereof"
In fact it implies they should show their faces, though not their bodies, so that they can be recognised: "should cast their outer garments over their bodies (when abroad) so that they should be known"
